Established in 2017, Borealis Philanthropy’s Communities Transforming Policing Fund (CTPF) proudly resources a national network of grassroots organizing groups led by and centered on supporting the communities most affected by police and state violence to end criminalization, increase police accountability, reimagine transformative public safety strategies, and build healthy, healed communities. In May 2024, the CTPF awarded three-year, $150,000 grants to 26 organizations selected by the fund’s participatory grantmaking (PGM) committee. Three finalists were selected to receive one-year, $25,000 learning opportunity grants, for a participatory grantmaking total of $3.975 million. 

For a third consecutive year of grantmaking, the CTPF leaned on the leadership of its PGM committee members—11 advocates, organizers, and storytellers from BIPOC, disabled, and LGBTQ+ communities across the nation that have been impacted by policing and the criminal justice system. The CTPF believes in the power and wisdom of collective decision-making by those who are most impacted by criminalization and are also deeply rooted in work for the safety and liberation of their communities.  

The 2024-2027 PGM cohort is a diverse group spread out across 16 U.S. states and Puerto Rico. 96% of the organizations are Black, Indigenous, or People of Color-led; 53% are queer, trans, or gender non-conforming-led; and 46% are led by individuals with disabilities.

In addition to funding, the CTPF also offers all of its partners capacity building support that includes peer learning community spaces curated by Building Beyond Policing and the Community Resource Hub, and one-on-one coaching on topics like organizational development, fundraising and financial strategy, narrative powerbuilding, research, and more.

Borealis’ CTPF staff also identified eight partners to receive learning opportunity and anchor grants. Two groups received $25,000 in learning opportunity grants, including the Fund’s first Utah-based grantee partner! Six organizations that provide capacity-building support to grassroots groups operating in the movement’s ecosystem also received $25,000-$50,000 anchor grants. In total, the CTPF distributed an additional $225,000, bringing its grantmaking total in this round to $4.2 million.
